Recommendations ledger
Four landmark reports told institutions exactly what to do. This ledger lists every recommendation and grades what happened next: implemented, partial (accepted but incomplete, in progress, or blocked on national change), or ignored (rejected or dropped). Statuses are graded only from the cited documents — see the methodology.
Jay Report (August 2014)
Independent Inquiry into Child Sexual Exploitation in Rotherham 1997–2013 (Jay Report). Owner: Rotherham MBC, South Yorkshire Police and partners.
Statuses draw on the Casey inspection (February 2015), which found the council 'not fit for purpose', and the Ofsted re-inspection (published January 2018), which rated children's services Good and services 'transformed'. Published evidence does not track every recommendation individually; where it is absent we say so.

IICSA (October 2022)
Independent Inquiry into Child Sexual Abuse — final report. Owner: UK Government (Home Office lead).
The government's response (22 May 2023) accepted the need to act on nineteen of the twenty recommendations. Statuses reflect what has actually been delivered since, chiefly through the Online Safety Act 2023 and the Crime and Policing Act 2026.

National Audit on Group-based Child Sexual Exploitation and Abuse (Casey Audit). Owner: UK Government (Home Office lead).
All recommendations were accepted by the Prime Minister on publication. The government's formal response (updated 15 January 2026) sets out delivery routes; most remain in progress.
